If a flat roof leaks every winter, the roof is telling you something. A leak that comes back on a schedule is not normal, and it is not something an owner should have to live with.
Flat Roof Leaking Every Winter. Roofer Says It’s “Normal.” Is That Actually True?
No. A well-built flat roof should not leak, in winter or any other season. A roof that leaks every wet season has a defect that gets enough water to show itself each time, and calling it normal means the cause has never been found or fixed. The most common causes are drains and scuppers that are blocked or poorly sealed, seams that have opened, flashings at walls and curbs, penetrations such as vents and HVAC supports, and ponding water that sits for days. A repeat leak that seems to move around is often a sign that water is traveling along the deck or insulation before it drips, so the entry point is not where the stain is. Ask for the source to be traced with photos, not just sealed with a tube of mastic.

A repair that works vs. a patch that only lasts until spring
Many repeat leaks come from the same cycle. Someone applies a coating or a bead of sealant over the stain, the leak stops for a while, and then it returns when the next heavy rain finds the real entry point. A real repair starts by finding where the water enters, which may be some distance from where it shows on the ceiling, and by checking whether the insulation below is wet. Water on a flat roof can run along the deck before it drips, which is why guessing so often fails.

Where winter leaks on a flat roof usually start
| Place | What goes wrong | What the repair involves |
|---|---|---|
| Drains and scuppers | Clogged or poorly sealed outlets back water up | Clear them, and re-seal or re-flash the outlet |
| Seams and laps | Seams open or lift as the membrane ages | Re-seal or re-weld the seam, depending on the material |
| Flashings | Gaps where the roof meets a wall or curb | Replace the flashing and seal it to the wall |
| Penetrations | Cracked boots, loose collars on pipes and vents | New boots or curbs, properly flashed |
| Ponding | Water that stays for days stresses the membrane | Improve drainage, or replace low areas of the deck or insulation |
| Aging membrane | Cracks, blisters and worn surfaces across the roof | Section repair, or replacement if it is widespread |
A general guide, not a diagnosis. Method depends on the roof material.
When the answer is a new roof
If the same roof has been patched several times, the membrane is cracked or blistered over large areas, or the insulation underneath is wet, repeating the repair usually costs more than it saves. We explain how to weigh the two in our post on what to do when two professionals disagree, and you can see a full low-slope replacement in our San Francisco flat roof project.
Our flat roof repair service starts with finding the source. Taking care of the roof before the rainy season helps too, and our flat roof maintenance checklist shows what to check and when. If a leak cannot wait, we offer emergency commercial roof repair.
Flat roof leak questions
Why does my flat roof only leak in winter?
In the Bay Area the wet season is when water is present for long enough, and in enough volume, to find a weak point. A small defect can stay dry through months of summer. Drains also tend to clog with leaves and debris before the first big storm, which makes ponding and leaks more likely.
Can I fix a flat roof leak myself?
A temporary seal may slow a small leak, but it rarely solves it. The entry point is often not where the stain appears, and sealing the wrong spot can trap water. Walking on a roof also carries safety risks. We recommend finding the source before spending money on materials.
Is it okay to just put a coating on my leaking flat roof?
Not as a first step. A coating can extend the life of a roof that is aging but dry, but it will not cure wet insulation, failed seams or a damaged deck. The roof should be inspected and repaired first, then coated if it is a good candidate.
How much does flat roof repair cost?
It depends on the roof material, the size of the area and the cause. A drain, seam or flashing repair costs much less than a section replacement. We give a written estimate after an inspection so you know what is included.
